Requires the State Board of Education to develop new content standards in reading, writing, mathematics, science, history, geography, and civics that surpass the 2010 Common Core Standards and are rigorous, clearly grounded, grade-by-grade defined, and measurable.

Mandates local school boards develop high-quality English language arts and mathematics curricula based on state standards for submission to the State Board every three years, with emphasis on phonemic awareness, phonics theory, and direct instruction.

Requires local boards to disseminate easily understood information about ELA and mathematics standards to parents within four weeks of each school year's start.

Directs schools in continually low-performing districts to offer traditional math course sequences (Algebra I, Geometry, Algebra II, Calculus) and eliminate integrated mathematics unless substantial data justifies an integrated approach.

Establishes professional development requirements for writing instruction (K-12), explicit daily phonics instruction (K-3), daily phonics-based spelling instruction (K-8), and annual reporting on print and cursive writing instruction, effective beginning the 2020-2021 school year.
