Establishes an Advisory Council on Pediatric Acute-Onset Neuropsychiatric Syndrome (PANS) and Pediatric Autoimmune Neuropsychiatric Disorder Associated with Streptococcal Infections (PANDAS) within the Department of Health and Human Services to advise the Governor, Secretary, and General Assembly on research, diagnosis, treatment, and education.

Council membership includes 14 appointed positions including nonprofit advocates, school psychologists, medical specialists (immunologist, neurologist, pediatrician, child psychiatrist), osteopathic professional, nutrition expert, parent with affected child, State Board of Education representative, autism organization representative, Department employee, and one member each from the House and Senate.

Members serve three-year terms with a maximum of two consecutive terms and receive per diem and travel expenses; the Secretary selects the chair and must convene the first meeting by October 1, 2020.

Council shall advise on coordinating statewide research efforts and file annual reports to the Secretary, Governor, and Joint Legislative Oversight Committee on Health and Human Services beginning January 1, 2021, addressing practice guidelines, clinical awareness education, outreach to educators and parents, and development of a volunteer expert network.

The act becomes effective October 1, 2019.
