Appropriates $750,000 in recurring funds for fiscal year 2019-2020 to expand the Expanded Food and Nutrition Education Program (EFNEP) through Cooperative Extension programs at North Carolina State University and North Carolina Agricultural and Technical State University.

Allocates $604,000 to NC State University to extend programming to at least 10 additional counties, with funds contingent on leveraging non-State funds to create one position per county or per two smaller rural counties.

Allocates $146,000 to NC A&T State University to extend programming to at least two additional counties, with funds contingent on leveraging non-State funds to create one position per county or per two smaller rural counties.

Targets low-resourced families and children with nutrition education outreach to address obesity rates of 32% among North Carolina adults and 31% among children ages 10-17.

Becomes effective July 1, 2019.
