Expands the definition of "telephone solicitation" to include voice or text communications, whether prerecorded, live, or facsimile, made over telephone lines, wireless networks, or commercial mobile radio services.

Prohibits telephone solicitors from causing misleading information to be transmitted to caller identification technology users or otherwise blocking or misrepresenting the origin of telephone solicitations.

Exempts telephone caller identification service providers from liability for violations committed by other individuals or entities.

Allows telephone solicitors to display the name and number of the entity on whose behalf the solicitation is made rather than their own name and number without violating the restriction.

Takes effect December 1, 2019.
