Permits doorstep refuse and recycling collection containers in exit access corridors of apartment buildings under specified conditions, notwithstanding current fire code restrictions.

For enclosed corridor apartments: limits containers to maximum 13 gallons, one refuse and one recycling container per unit, waste placement not exceeding 5 hours, and total corridor occupancy not exceeding 12 hours.

For open-air corridor or balcony apartments with exterior exit stairs: allows larger containers up to 27 gallons with same two-container limit per unit and 5-hour waste placement restriction.

Requires apartment management to establish and enforce written policies and procedures ensuring compliance; containers cannot reduce means of egress width below code requirements and management must provide policies to code enforcement upon request.

Establishes phase-in period until December 31, 2020 for compliance; fire code enforcement official may revoke container use for violations; becomes effective July 1, 2019.
