Amends G.S. 62-133.4 to require natural gas local distribution companies to prove by a preponderance of evidence that transportation costs they seek to recover are the lowest cost available option to meet retail customer needs before the Utilities Commission can authorize cost recovery.

Directs the Commission to consider the utility's actual cost of transporting natural gas and transportation volumes over a historical 12-month period when making its cost recovery determination.

Applies to all rate changes authorized under G.S. 62-133 or G.S. 62-133.4 that involve recovery of natural gas transportation costs.

Becomes effective upon enactment and applies to rates fixed on or after the effective date.
