Establishes a 12-member House Select Committee appointed by the Speaker to study legislative changes and budgetary investments for a Green New Deal for North Carolina.

Charges the Committee with developing strategies to achieve climate and environmental goals within 10 years, including 100% renewable energy generation, energy-efficient smart grid and buildings, zero-emission transportation and industry, and net greenhouse gas drawdown.

Committee may seek expertise from renewable energy, climate science, environmental sustainability, and green technology experts, and may study related issues deemed relevant by the chair.

Committee shall provide a preliminary report before the 2020 Regular Session and a final report with proposed legislation by December 1, 2020, after which the Committee terminates.

Committee members receive subsistence and travel expenses, with operations funded through House appropriations and supported by Legislative Services Commission staff and House clerical support.
