Establishes a Joint Legislative Study Commission on Flooding Mitigation composed of 10 members (5 senators appointed by the President Pro Tempore and 5 representatives appointed by the Speaker of the House).

Commission shall study the efficacy, cost-effectiveness, and barriers to implementation of flood mitigation projects including dikes, floodgates, spillways, floodwater bypass channels, artificial reefs, and natural floodwater absorption measures such as wetlands and reef restoration.

Commission has authority to request information and documents from state officers, agencies, and departments, and may subpoena witnesses and documents in conducting its work.

Commission shall submit an interim report to the 2020 Regular Session and a final report to the 2021 General Assembly, with any proposed legislation included in the reports.

Commission terminates upon filing its final report or upon the convening of the 2021 General Assembly, whichever occurs first.
