County boards of elections must print pre-addressed, postage-paid envelopes for absentee ballot returns, with timelines of 60 days before statewide general elections in even-numbered years, 50 days before statewide primaries and other elections, and 30 days before municipal elections

Container-return envelopes must display voter certification of eligibility, voter identification and signature, witness information, any assistant's information, county board approval space, name change reporting option, unlawful acts disclosure, and identification documentation area

Ballots must include a prominent statement instructing voters to return absentee ballots in the enclosed prepaid envelope or deliver in person to the county board of elections

Absentee ballots may be transmitted by mail in prepaid envelopes, by commercial courier service at voter's expense, or delivered in person by the voter, near relative, or verifiable legal guardian, and must be received by 5:00 p.m. on election day

The act becomes effective upon enactment and applies to all elections held after that date
