Elevates violations of G.S. 18B-302(a), (a1), or (c)(2) (alcoholic beverage offenses related to underage persons) from Class 1 misdemeanor to Class I felony when the offense's commission is the proximate cause of a person's death.

Requires one additional condition be met for felony classification: the defendant knew or should have known at the time of the offense that the recipient was under 21 years old (applies to sales, giving, or providing alcohol).

Maintains existing Class 1 misdemeanor penalties and conditions (fines of $250-$1,000 and 25-150 hours of community service) for violations not resulting in death.

Becomes effective December 1, 2019, and applies only to offenses committed on or after that date.
