Establishes the Students in Crisis Grant Program administered by the Superintendent of Public Instruction to improve school safety by providing grants for services to students in crisis.

Grants available to public school units and community partners (nonprofits, LME/MCOs) that submit applications including a school safety needs assessment conducted with local law enforcement.

Grant funds awarded for crisis respite services, therapeutic foster care training, evidence-based therapy services (parent-child interaction therapy, trauma-focused cognitive behavioral therapy, dialectical behavior therapy, child-parent psychotherapy), and other crisis services like peer-to-peer mentoring.

Up to $1,000,000 annually may be awarded to community partners serving at-risk youth and juveniles in the court system for tutoring and post-secondary preparedness; Superintendent may retain up to $100,000 annually for administrative costs.

Appropriates $2,500,000 in recurring General Fund dollars to the Department of Public Instruction for the 2019-2020 fiscal year; requires annual reports to multiple legislative committees starting April 1, 2020; effective July 1, 2019.
