Division of Motor Vehicles must refuse vehicle registration, certificate of title issuance, or registration transfers if a city notifies them that the vehicle owner has unpaid parking fines or penalties

Cities may notify the Division of Motor Vehicles when a person fails to pay parking violation fines or penalties imposed under city ordinances

Division must continue refusing registration until the city notifies it that the person either proved they are not the charged party, paid the fine or penalty, or demonstrated good-faith payment efforts

This enforcement mechanism operates in addition to any other collection actions a city may pursue for unpaid parking fines

Act becomes effective December 1, 2019 and applies only to fines or penalties imposed on or after that date
