Appropriates $38.8 million for 2019-2020 and $29.8 million for 2020-2021 to the Department of Public Instruction and Department of Public Safety for school safety implementation.

Establishes Center for Safer Schools within the Department of Public Instruction to conduct annual census of school resource officers and submit reports to the legislature by March 1 each year.

Creates school safety grant programs for school resource officers in elementary and middle schools (2:1 state-to-local matching funds), safety equipment purchases, school safety training, and crisis services for students.

Allocates $20 million (2019-2020) and $23 million (2020-2021) to the Instructional Support Allotment with intent that funds be used to increase school mental health support personnel positions.

Requires Department of Public Instruction to develop recommended school mental health crisis response program, report on school psychologist and counselor positions, and provides eight new State Bureau of Investigation agents to support the Behavioral Threat Assessment program.
