Voids and makes unenforceable deed restrictions, covenants, or agreements that prohibit installation of solar collectors on residential properties used for water heating, space heating and cooling, passive heating, or electricity generation.

Excludes condominiums in multi-story buildings with horizontal boundaries from solar collector protections.

Permits deed restrictions that regulate location or screening of solar collectors if they do not reduce operating efficiency by more than 10 percent.

Allows restrictions on visible solar collectors on building facades or roof surfaces facing areas open to common or public access.

Awards costs and reasonable attorneys' fees to the prevailing party in civil actions arising under this section.
