State conveys approximately 100 acres from a 350-acre parcel to Pender County Board of Commissioners for $1.00 to be used for a new jail and law enforcement center, with the Department of Administration consulting on suitability.

Property transfer to Pender County is subject to a reversionary interest reserved by the State and may only be used as a jail and law enforcement center, though Pender County may grant deeds of trust for financing improvements.

State conveys the Pender County property "as is" and "where is" without any warranty regarding title, boundaries, uses, zoning, ordinances, or environmental and safety conditions, with all conveyance costs borne by Pender County.

State conveys approximately 36 acres of the former Umstead Correctional Center in Butner (bounded by West D Street and 12th Street) to the Town of Butner for $1.00, held jointly by the Department of Health and Human Services and Department of Public Safety.

Town of Butner receives the Umstead property "as is" and "where is" without warranty and bears all conveyance costs; both conveyances are effective upon enactment as of July 19, 2019.
