School Safety Omnibus (H76) Summary

• Establishes school safety requirements for all public schools including charter schools, regional schools, and schools operated by the State Board of Education and University of North Carolina.

• Requires each public school to establish threat assessment teams by March 1, 2020, consisting of personnel with expertise in counseling, instruction, school administration, and law enforcement, with authority to assess threats and determine risk levels (low, moderate, high, or imminent).

• Mandates annual facility vulnerability assessments for each school building using a checklist tool to be developed by the Center for Safer Schools by January 15, 2020.

• Requires local boards of education to establish peer-to-peer student support programs at all schools with grades six and higher, addressing conflict resolution, health and wellness, and mentoring beginning with the 2020-2021 school year.

• Defines "school resource officer" as a law enforcement officer assigned at least 20 hours per week to a public school, and requires initial and continuing education training standards on mental health, students with disabilities, racial equity, and crisis intervention to be established by January 15, 2020.
