Creates the Women's Cancer Research and Prevention Task Force within the Department of Health and Human Services to examine cancer incidence, causes of cancer deaths in women, and identify evidence-based prevention strategies.

Establishes a 17-member task force composed of 5 members appointed by the President Pro Tempore of the Senate, 5 by the Speaker of the House, 5 by the Governor, plus 2 ex officio members from the State Health Director's office, with the Governor appointing the Chair.

Requires the task force to develop and promote a statewide comprehensive Women's Cancer Prevention Plan that includes cancer burden profiling, education on risk reduction, cancer screening promotion, and short-term and long-term goals to decrease cancer deaths.

Directs the task force to identify and recommend to the Governor and General Assembly changes to existing laws, regulations, programs, and policies to enhance women's cancer prevention, and determine funding and strategies needed for implementation.

Requires the task force to report biennially to the Governor and the Joint Legislative Oversight Committee on Health and Human Services by October 1 of each even-numbered year, meeting no more than twice annually.
