Prohibits wholesalers and retailers from knowingly selling children's products containing Bisphenol A (BPA), phthalates in concentrations exceeding 0.10% by weight, or TRIS flame retardants exceeding 50 parts per million, effective July 1, 2019.

Defines "children's products" as consumer products intended for children under 12 years of age, including toys, car seats, personal care items, clothing, and food containers for infants and toddlers under 3 years old.

Requires retailers and distributors to provide annual notice to the Department of any children's products containing these regulated chemicals, including product description, chemical function, manufacturer information, and chemical concentration.

Exempts previously owned products, casual sales, pharmaceutical products, medical devices, motor vehicles (except detachable car seats), consumer electronics, and most food and beverage packaging from the prohibition.

Directs the Department of Environmental Quality to report to the General Assembly by January 1, 2021, evaluating chemical use in children's products and recommending legislation for safer alternatives.
