Increases the maximum number of active emergency superior and special superior court judges from 10 to 15.

Increases the maximum number of active emergency district court judges from 25 to 35.

Expands reasons for assigning emergency judges to include court case-management emergencies, Rule 2.1 exceptional cases, and court coverage needs from holdover sessions, conflict case sessions, or judicial administrative or educational responsibilities.

Creates a new category of senior business court judges from retiring special superior court judges under specific conditions, with five-year terms not counted toward the active emergency judge limits.

Reallocates one district court judgeship from District 1 to District 4 (Sampson County) and one from District 5 to District 20B (Union County), effective January 1, 2021.
