Authorizes the North Carolina Career and Technical Education Foundation, Inc. to serve as a grant administrator providing assistance and support to grantees for career and technical education initiatives.

Requires the Education and Workforce Innovation Commission to collaborate with the NC CTE Foundation in developing and administering the Education and Workforce Innovation Program and the Career and Technical Education Grade Expansion Program.

Mandates the Commission to consult with the NC CTE Foundation when selecting grant recipients, considering diversity factors including geographic location, local industries, and student population size.

Requires annual reports by April 30 to the Joint Legislative Education Oversight Committee, State Board of Education, State Board of Community Colleges, and UNC Board of Governors detailing fund utilization, impact on student achievement and employability, and recommendations for program improvements.

Takes effect when enacted and applies to grant program administration on or after that date.
