Allows local boards of education in specified school systems to schedule school opening dates to align with community college opening dates, notwithstanding state-mandated opening date requirements.

Permits school opening dates no earlier than the opening date of a community college serving the county where the school is located, in whole or in part.

Applies only to Cleveland County Schools, Iredell-Statesville Schools, Rutherford County Schools, and Union County Public Schools.

Effective beginning with the 2019-2020 school year.

Aims to facilitate dual enrollment by reducing scheduling barriers between high schools and community colleges for workforce development purposes.
