Expands the definition of "telephone solicitation" to explicitly include creating a lead or referral for which the solicitor will receive or hopes to receive compensation

Expands the definition of "telephone solicitor" to include any party that receives a sales lead or inbound call from a telephone subscriber and knows or has reason to know that the lead or call was generated by a telephone call

Reduces the timeframe for removing a telephone subscriber's number from contact lists after they request no further solicitations from 60 business days to 30 business days, and applies this requirement to both the solicitor and affiliated businesses

Establishes joint liability for any party that knowingly receives or accepts sales leads or inbound calls that were generated by another party in violation of automatic dialing restrictions

Extends automatic dialing restrictions to apply to any person using automatic dialing through salespersons, agents, subagents, contractors, or third-party vendors
