Increases minimum age requirement for traffic-control officer appointments from 18 years to 21 years of age.

Requires appointees to complete one of two training options: at least 3 hours of training under law-enforcement supervision, or 8 hours through North Carolina Community College System (4 hours classroom, 4 hours documented roadside training).

Directs North Carolina Community College System, in consultation with the North Carolina Justice Academy, to develop and offer a traffic-control training program with initial training and refresher course requirements.

Extends authorization card validity from 2 years to 3 years from date of issuance.

Mandates liability insurance with minimum coverage of $25,000 per person, $50,000 per accident for bodily injury or death, and $10,000 for property damage before appointment can be issued.

Takes effect October 1, 2019.
