Allows NCORR Homeowner Repair and Rehabilitation Fund to be used for affordable rental and owner-occupied single and multifamily housing development in addition to single-family repairs.

Expands Hurricane Matthew Disaster Relief Act (DRA) funds to apply to subsequent storms and allows those funds to be used before survivors are determined ineligible for other federal resources.

Removes income restrictions on Hurricane Matthew and Hurricane Florence DRA housing funds, allowing assistance at all income levels rather than only low- to moderate-income households.

Authorizes local governments to contract directly with state-prequalified construction contractors for disaster recovery private residential construction and repair without standard procurement requirements.

Transfers Community Development Block Grant Disaster Recovery Program funds to the North Carolina Office of Recovery and Resiliency and extends the Type III disaster declaration for an additional 24 months.
