Adds definition of "electric vehicle charging station" to North Carolina General Statutes as a public or private parking space served by charging equipment designed to transfer electric energy to an electric vehicle battery or energy storage device

Prohibits parking vehicles in electric vehicle charging stations on public or private property unless the vehicle is connected to the charging equipment

Requires electric vehicle charging stations to display vertical signage identifying the station and indicating it is only for electric vehicle charging, consistent with the Manual on Uniform Traffic Control Devices for Streets and Highways

Establishes violation as an infraction with a $100.00 fine, with authority for municipalities to ordinance additional prohibited conduct and higher penalties

Becomes effective December 1, 2019, and applies to offenses committed on or after that date
