Limits television manufacturer recycling obligations to only cathode ray tube (CRT) televisions with viewable screens of 9 inches or larger, rather than all television types.

Restricts manufacturer recycling requirements to counties that opt-in by providing annual notice to the Department of Environmental Quality by December 31.

Requires television manufacturers to recycle at least 75% of their CRT TV recycling obligation with CRT TVs, with the remaining 25% able to be fulfilled through recycling other television technologies.

Sunsets television manufacturer recycling obligations entirely once the Department determines that total CRT TVs in the recycling stream falls below 4 million pounds for a previous year.

Requires the Environmental Review Commission to study modernization of North Carolina's computer and television recycling requirements and report findings to the General Assembly by 2021.
