Amends G.S. 132-1.4A to establish comprehensive definitions and regulations governing law enforcement agency recordings, including body-worn cameras and dashboard cameras

Creates mandatory disclosure requirements for custodial law enforcement agencies to provide recordings to district attorneys for criminal charges, discovery in prosecutions, criminal proceedings, and other law enforcement purposes

Permits discretionary disclosure of recordings for law enforcement training, administrative purposes, investigative suspect identification using limited still images, and to municipal/county managers and elected bodies in closed sessions subject to confidentiality agreements

Establishes citizens' review boards as legally constituted entities empowered by city councils or county commissioners to review law enforcement complaints, with confidentiality protections for recorded disclosures to such boards

Preempts all municipal and county ordinances or regulations relating to law enforcement recording releases, establishing state-level uniformity on the subject matter

Violators of confidentiality agreements regarding recorded disclosures are guilty of a Class 1 misdemeanor

Makes the act effective upon enactment
