Requires the Department of Health and Human Services, Division of Social Services to post bi-annual reports on June 30 and December 31 of each year regarding SNAP and TANF program expenditures.

Reports must include dollar amounts and transaction counts for SNAP and TANF benefits accessed or expended out-of-state, organized by state.

Reports must include dollar amounts, transaction counts, and transaction times for SNAP and TANF benefits accessed or expended within North Carolina, organized by retailer, institution, or location.

Division must redact all information in reports to prevent identification of individual SNAP or TANF benefit recipients.

Reports must be made available to the Joint Legislative Oversight Committee on Health and Human Services, House Speaker, House Minority Leader, Senate President, and Senate Minority Leader.
