Increases the governing board of the Economic Development Partnership of North Carolina from 17 to 18 voting members, with the Secretary of Commerce serving as an ex officio member and the remaining seats distributed among gubernatorial, Speaker, and President Pro Tempore appointments.

Prohibits the nonprofit corporation from engaging in lobbying activities beyond limitations set in Section 501(c)(3) of the Internal Revenue Code and clarifies that the Secretary of Commerce may not participate in fund-raising activities on behalf of the corporation.

Modifies contract renewal terms to limit initial renewals to no more than three years, with subsequent extensions of up to one year each (maximum four total years after initial term), and requires contracts to operate on a calendar year basis effective January 1, 2020.

Removes the requirement that the nonprofit corporation raise at least $5,750,000 ($750,000 in year one and $1,250,000 in subsequent years) from non-State sources, replacing it with permissive language allowing fundraising from sources other than State funds.

Requires the Department of Commerce to report to legislative appropriations committees by June 1, 2019 on any changes to the contract scope from what was in effect as of January 1, 2019.
