Establishes "sports championship employer" as a new eligible category for Site Infrastructure Development Fund grants, alongside existing manufacturing employers, with less stringent investment requirements ($5 million vs. $100 million).

Sports championship employers must be national sports nonprofits that agree to hold championship events in North Carolina generating $500 million in economic benefits over the agreement term, including at least one men's major professional championship every 5-7 years with $90 million economic benefit and one women's championship every 10 years.

Requires sports championship employers to invest at least $5 million in facilities by December 31, 2023, including at least two buildings totaling 30,000 square feet with equipment testing centers, museums, and visitor centers maintained for 10 years.

Caps total program funding at $42 million aggregate with a maximum of $3.6 million annual cost per agreement and allows no more than two total agreements under this section.

Transfers $3.6 million for fiscal year 2020-2021 to the Site Infrastructure Development Fund and establishes intent to appropriate $14.4 million over four additional fiscal years for sports championship employer recruitment, totaling $18 million.
