Allows unowned outdoor cats that have been eartipped to indicate vaccination to be exempt from wearing rabies vaccination tags, in addition to existing local ordinance exemptions.

Defines "animal advocate group" as a shelter, rescue, or nonprofit that complies with the Animal Welfare Act in Article 3 of Chapter 19A of the General Statutes.

Adds "transferred to an animal advocate group" as a permitted disposition option for animals impounded by Animal Control Officers and for animals surrendered to shelters.

Maintains existing animal disposition procedures including return to owner, adoption, transfer to another shelter, and euthanasia by approved methods for both impounded and surrendered animals.

Becomes effective October 1, 2019.
