Establishes the Joint Select Committee on Biomanufacturing with 11 voting members including three Senate members, three House members, and representatives from the North Carolina Biotechnology Center, Biosciences Organization, Department of Environmental Quality, Department of Commerce, Economic Development Association, Manufacturers Alliance, University of North Carolina, Community College System, and the NCWorks Commission chair.

Committee directed to study biomanufacturing workforce needs, water and wastewater infrastructure needs, existing education and training assets, suitable locations for new operations, wastewater treatment strategies, and other recommendations to support biomanufacturing growth.

Committee cochairs designated by the President Pro Tempore of the Senate and Speaker of the House, meeting upon joint call with a quorum consisting of a majority of members.

Committee required to submit an interim report to the 2019 Regular Session and a final report to the 2021 Regular Session of the General Assembly prior to its first convening after organizational session adjournment.

Appropriates $10,000 in nonrecurring funds for fiscal year 2019-2020 and terminates when the 2021 Regular Session first convenes after organizational session adjournment or upon final report filing, whichever occurs first; effective July 1, 2019.
