Adds definition of "on-track equipment" to state law as any railcar, rolling stock, equipment, vehicle, or other device operated on stationary rails.

Requires drivers to obey railroad signals and crossing rules for both trains and on-track equipment, including stopping 15-50 feet from rails when signals warn of approach.

Applies on-track equipment safety requirements to school buses, activity buses, passenger vehicles, commercial motor vehicles, and vehicles with 16+ person capacity.

Exempts drivers from stopping at protected railroad crossings when gates or flashing signals do not indicate approach of trains or on-track equipment.

Becomes effective December 1, 2019, for offenses committed on or after that date.
