Amends G.S. 159G-23 to revise priority considerations for loans or grants from the Wastewater Reserve or Drinking Water Reserve administered by the Division of Water Infrastructure.

Adds greater priority for projects that improve designated impaired waters serving as public water supply for large public water systems (those serving more than 175,000 service connections).

Creates new priority category for asset management plans, requiring local government units with more than 1,000 service connections that have developed and are implementing such plans.

Adds two new priority considerations: projects improving regional water supply coordination as identified in the State water supply plan, and wastewater system improvements by lower-wealth local governments to protect water supply of higher-wealth neighboring governments.

Becomes effective July 1, 2019, and applies to all applications received by the Division of Water Infrastructure on or after that date.
