Establishes a pilot project requiring standardized, trauma-informed screening and assessments for all children ages 4 and older entering foster care to ensure appropriate diagnosis and service provision

Involves up to three local management entities/managed care organizations (LME/MCOs) collaborating with county departments of social services in up to four counties, with training to begin by July 1, 2019 and assessments to begin by February 1, 2020

Includes training support in trauma-focused care and screening tools for LME/MCOs and county social services, plus ongoing oversight, training, certification, and coaching for providers

Requires the Department of Health and Human Services to submit a report to the Joint Legislative Oversight Committee on Health and Human Services by December 1, 2021 tracking case flow, assessment completion timing, and service recommendations for each participating county

Appropriates $80,000 for fiscal year 2019-2020 and $150,000 for fiscal year 2020-2021 to implement the pilot project, effective July 1, 2019
