Establishes a 15-member North Carolina Citizens Redistricting Commission to prepare and adopt legislative and congressional redistricting plans for submission to the General Assembly.

Commission members must be North Carolina residents and registered voters for 3+ years, have contributed no more than $2,000 to political candidates, and cannot have prior public office experience, political party roles, or ties to General Assembly staff or political consultants.

Members are appointed by legislative leaders (2 each from Senate President Pro Tempore, Senate minority leader, House Speaker, and House minority leader), the Governor (1), and the nine appointees collectively (6), with the chair position rotating every six months among members from different parties.

Commission must adopt redistricting plans by a vote of at least 9 members with balanced representation across party affiliations and must adhere to strict timelines, with plans due by October 1 following each decennial census; if the Commission fails to adopt a plan, a special master will prepare a final plan.

Plans must prioritize one person-one vote, constitutional compliance, population equality (5% for legislative districts, 0.1% for congressional districts), and must minimize split counties and municipalities while maintaining district contiguity and compactness without considering electoral results or incumbency.
