Creates new section allowing state agencies to carry forward energy savings from conservation measures as appropriated funds for the next fiscal year, excluding University of North Carolina and its constituent institutions.

Limits carryforward funds to one-time capital and operating expenditures for additional energy and water conservation measures that do not create additional financial obligations for the State.

Prohibits the Director of the Budget from reducing continuation budget requirements for utilities based on the amount of energy savings realized, including savings from guaranteed energy savings contracts.

Requires state agencies to submit annual reports on use of carryforward energy savings funds to the State Energy Office.

Effective for taxable years beginning on or after July 1, 2019.
