Authorizes the North Carolina Division of Motor Vehicles to issue restricted Class C drivers licenses to immigrants with limited legal status or no lawful presence, provided they meet specified requirements.

Requires applicants to complete an eight-hour driver orientation course covering state and federal motor vehicle laws, law enforcement interaction, and crime reporting procedures, with a fee not to exceed $100.

Establishes alternative identification documents applicants may provide instead of a Social Security number, including Individual Taxpayer Identification Numbers, foreign passports, consular identification documents, or FaithAction community identification cards.

Requires two-year North Carolina residency prior to application and restricts the license format to vertical design with distinguishing markings stating it is not acceptable for federal purposes and does not establish employment or public benefits eligibility.

Prohibits information provided to obtain a restricted drivers license from being admissible in any criminal, civil, or immigration proceedings, with the act effective October 1, 2019.
