Allows local boards of education to open schools as early as the Monday closest to August 19 instead of August 26 upon showing of "good cause" to the State Board of Education.

Defines "good cause" as schools in a county administrative unit being closed at least 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Requires school calendars to provide sufficient days to accommodate anticipated makeup days due to school closings when an earlier opening date is approved.

Applies only to Davidson County Schools, Lexington City Schools, and Thomasville City Schools.

Effective when enacted and applies beginning with the 2019-2020 school year.
