Establishes a Joint Legislative Study Committee on Alternative Sentencing to examine community-based sentencing alternatives for individuals convicted of nonviolent crimes who are primary caretakers of dependent children

Committee shall consist of 12 members: 6 appointed by the Speaker of the House (5 General Assembly members including 2 minority party members, plus 1 public member with prior nonviolent criminal sentence experience) and 6 appointed by the Senate President Pro Tem (same composition)

Committee members receive per diem, subsistence, and travel allowances per G.S. 120-3.1 or G.S. 138-5; Legislative Services Commission provides professional staff and clerical support

Committee may request information and documents from state officers, agents, agencies, and departments, and possesses power to subpoena witnesses

Committee shall submit interim report by April 1, 2020, and final report by December 1, 2020, then terminate upon the earlier of December 1, 2020, or final report filing
