Transfer $301,000,000 from the Savings Reserve to the Highway Fund for the 2018-2019 fiscal year, with funds appropriated to the General Maintenance Reserve for disaster relief costs.

Department of Transportation shall use transferred funds exclusively for costs related to disaster relief and must ensure expenditures do not adversely affect the Department's eligibility for federal reimbursement.

Department must transfer all federal reimbursements received for disaster relief expenses back to the Office of State Controller for deposit in the Savings Reserve.

Any funds remaining unspent or unencumbered as of June 30, 2021, shall revert to the Savings Reserve, with all transferred funds fully restored by that date.

Department must submit a report by July 15, 2021, to the Senate Appropriations/Base Budget Committee, House Appropriations Committee, and Fiscal Research Division detailing the use of transferred funds.
