Division of Motor Vehicles shall conduct a study in consultation with the Department of Insurance and interested parties on whether laws governing title, registration, and branding of salvage vehicles need revision to protect consumers from unsafe vehicles with concealed flood or severe damage.

Study must include economic impact analysis to consumers of any proposed legal changes recommended by the Division.

Division shall consider any other relevant issues related to title and registration of salvage vehicles as part of the study.

Division of Motor Vehicles must report findings and legislative recommendations to the Joint Legislative Transportation Oversight Committee, House Appropriations Committee on Transportation, Senate Appropriations Committee on the Department of Transportation, and Fiscal Research Division no later than March 1, 2020.

Act is effective upon becoming law.
