Removes Lee, Onslow, and Rockingham counties from North Carolina's motor vehicle emissions inspection program, leaving 19 counties where inspections are required.

Requires the Department of Environmental Quality to submit a proposed State Implementation Plan amendment to the U.S. Environmental Protection Agency by December 31, 2020.

Becomes effective on the later of January 1, 2021 or the first day of a month that is 60 days after EPA approval of the state implementation plan amendment.

Directs the Department of Environmental Quality to notify emissions inspection license holders and stations in the affected counties once the EPA approves the plan amendment and the law takes effect.
