Eliminates the right of local school boards to file legal action in superior court challenging county commissioners' decisions on capital outlay fund appropriations

Makes county commissioners' decision on capital outlay funding final after mediation fails, removing the previous judicial review process

Retains the existing right of school boards to challenge current expense fund appropriations through the established mediation and court procedures

Removes provisions that previously allowed judges and juries to determine necessary capital outlay funding based on educational goals, budgetary requests, and financial resources

Effective immediately upon enactment and applies to all budget ordinances adopted after the law takes effect
