Creates a new limited driving privilege for individuals whose driver's licenses are revoked solely for failure to pay fines, penalties, or court costs related to motor vehicle offenses.

Allows eligible individuals to apply for court-ordered driving privileges for essential purposes including employment, household maintenance, education, court-ordered treatment, community service, emergency medical care, and religious worship.

Requires applicants to have held a valid driver's license or one expired less than one year at time of revocation, and mandates proof of financial responsibility (vehicle liability insurance) before privilege is granted.

Establishes restrictions on driving including standard working hours (6:00 A.M. to 8:00 P.M. Monday-Friday) for most purposes, with detailed documentation requirements for nonstandard hour work driving; emergency medical care driving is unrestricted.

Limits initial privilege to 12 months but allows indefinite renewal upon showing good-faith effort to rectify the revocation; requires judges to order installment payment plans for outstanding fines, penalties, or court costs at amounts commensurate with applicant's financial ability.
