Exempts ambulatory surgical facilities from certificate of need (CON) review for developing, acquiring, constructing, expanding, or replacing operating rooms or gastrointestinal endoscopy rooms if a certificate of need was previously issued to that facility prior to October 1, 2019.

Adds ambulatory surgical facilities to the definition of "health service facility" in North Carolina law.

Modifies the definition of "health service" to exclude activities performed at facilities that do not meet the definition of a health service facility.

Removes provisions requiring certificate of need for gastrointestinal endoscopy facilities that were in operation or had submitted building permits by a specified effective date and met accreditation standards.

Becomes effective October 1, 2019, and applies to activities occurring on or after that date.
