Establishes the North Carolina Classroom Supply Program beginning with the 2019-2020 fiscal year, allowing eligible classroom teachers to purchase supplies through electronic accounts funded by the Classroom Materials/Instructional Supplies/Equipment allotment

Allocates $400 per eligible classroom teacher annually to individual electronic accounts administered by the Department of Public Instruction through the North Carolina State Education Assistance Authority or similar vendor

Restricts program funds from purchasing electronic devices, computers, software, or administrative expenses; all purchased supplies become property of the public school unit

Requires the administrative system to include purchase restrictions with automated prior authorization, electronic receipt capture for four-year record retention, and crowd-funding capabilities for teachers

Allows teachers to crowd-fund certain products and permits unused supplies to carry over to the following school year or transfer to other eligible teachers; unexpended funds revert to the General Fund annually
