Makes felony convictions a disqualification for sheriff office regardless of whether citizenship rights were restored or expunction granted, with exception only for unconditional pardons of innocence.

Requires all candidates for sheriff and appointees to fill vacancies to obtain a disclosure statement from the North Carolina Sheriffs' Education and Training Standards Commission verifying no prior felony convictions or expungements of felony convictions.

Disclosure statements must include individual's name, date prepared, county of residence, and statement of no prior felony convictions or expungements; statements are valid for 90 days and confidential.

Authorizes the North Carolina Sheriffs' Education and Training Standards Commission to conduct criminal history checks of state and national databases and contact the Administrative Office of the Courts to verify expunction records.

Applies to 40 specified North Carolina counties for sheriff appointments to fill vacancies; establishes it is a Class I felony to knowingly provide false information on disclosure forms.
