Requires the Division of Motor Vehicles to establish and conduct (or contract with a third-party vendor to conduct) driver retraining courses for persons whose licenses are suspended under subdivisions (5), (9), (10), or (10a) of G.S. 20-16(a).

Driver retraining courses must be at least eight hours long, conducted in person (not remotely), behavioral-based and interactive, with a student-to-instructor ratio deemed appropriate by the Division, and must include examination of driver behavior, psychology-based principles, traffic law compliance, and specific dangerous driving behaviors.

Course fee is capped at $175, of which $25 is retained by the Division, with the fee waivable upon request if the driver provides documentation of public assistance or judicial indigence determination made within two years of the course date.

Persons whose licenses are suspended for violations under subdivisions (5), (9), (10), or (10a) have 90 days from notice to complete the retraining course; if completed within this period, the suspension is cancelled and the license retained; if completed after 90 days, the suspension is terminated and the licensee may apply for restoration of driving privileges.

Effective January 1, 2020, for licenses suspended on or after that date.
