Authorizes the Department of Transportation to enter agreements with municipalities, counties, and other governmental entities to install and use automatic license plate reader systems in state highway rights-of-way.

Requires that license plate reader system installations not unreasonably interfere with existing public utility facilities and must be immediately removed upon request by any affected public utility.

Permits temporary, above-ground license plate reader systems on DOT land encumbered by utility easements, provided systems are easily moveable, contain no combustible fuel, and comply with Article 8A of Chapter 87 of the General Statutes.

Prohibits license plate reader systems installed under this authority from being used to enforce infractions, failure to obey traffic signals, or speed limit violations.

Public utilities have the right to move license plate reader systems if immediate access to utility facilities is needed and are only liable for damages caused by gross negligence or willful misconduct.
